Since wastewater treatment plants generally aren't equipped to remove salt, and many California districts rely on recycled water for irrigation and groundwater recharge, elevated chloride levels can damage crops and degrade the water supply for everyone downstream — not just the household that installed the softener.

The Inland Empire Utilities Agency has its own ordinance restricting self-regenerating salt-based softeners, and local providers like Cucamonga Valley Water District explicitly prohibit new installations of softeners that discharge brine to the sewer — while actively offering rebates to homeowners who remove one.
Because these rules are set district by district, the honest answer to "is it legal where I live" is: check with your local water provider before installing a new self-regenerating softener. Portable exchange tank services (where a provider swaps out resin tanks off-site) are typically treated differently, since they don't discharge brine at your home.
